I had some discussions with SDMX experts and colleagues from other organizations (thanks to those who were involved in the discussions). We agreed on following points;
1. Time Format attribute is needed in DSD as series level attribute mainly for the reason of backward compatibility between SDMX_ML and SDMX-EDI messages.
2. Time Format is an expression of time period or time duration or time interval and it can not be used to indicate/restrict the “format of time”. This understanding is based on COG and ISO 8601.
3. In DSD code list, it is currently lacking of full support of format of time, especially in the case of multiple frequencies.
4. Documentation needs to be improved to give a better explanation of the use of this attribute.
The issue is not resolved. We will continue to follow up the issue.
